Procurement Reform: Advancing Sustainability through Lifecycle Management

Public procurement reform is approaching an important milestone with September 9th 2026 as the indicative adoption date of the EU Procurement Act. This emerging framework indicates that procurement will assume an increasingly strategic role in advancing environmental objectives, social inclusion, innovation, competitiveness and public-service improvement.

For Irish contracting authorities, the reform provides an opportunity to advance the systems, protocols and frameworks within which procurement procedures operate. This begins with a fuller understanding of Green, Social and Innovation Procurement, how these models interact, and how strategic objectives can be carried from the identification of a public need through to measurable contract performance.

This is the foundation of EcoSocial Innovation: the coordinated use of procurement to create environmental, social and innovative value around a clearly defined public need. The model integrates existing frameworks for environmental and social value creation, establishing the connections required to support systemic change through a holistic approach to sustainability and resilience.

A lifecycle approach to Sustainable Procurement

In response to the emerging reform, this article introduces the SPP Lifecycle Framework, developed as an original practice-led model for Irish contracting authorities. The framework translates the emerging direction of EU policy into an operational pathway, connecting legislative reform with the systems, capabilities and governance arrangements required for implementation.

The framework presents the movement from the identification of need to measurable contract performance through six connected stages - Needs Analysis, Scope & Specification, Award Criteria, Evaluation, Verification and Performance - linked by a chain of logic through which public needs become evaluated supplier commitments, contractual obligations and evidenced outcomes.
